In my opinion, one of
the most frustrating things about international travel is the difficulty
understanding both the procedure and the options available for placing
international telephone calls. This is especially true in Russia
because some telephones, both public and private, don’t allow international
calls, and some phone cards don’t allow international calls OR are
not honored in all Russian cities… even between Moscow and St. Petersburg!
On top of all of this, if you fall for the advertising by AT&T, MCI, WorldCom, Sprint and others in the airline magazines, you’ll discover after you receive your billing that the per-minute charges are more than excessive… THE RATES ARE OUTRAGEOUS! A 30-minute telephone call may cost you more than $100. Of course, you may think that you can beat the system by having your friends and family telephone you from the USA and you won’t be faced with the excessive costs and difficulty in dialing out from Russia. However, unless your family or your friends participate in a special international call package at home, you’ll still pay exorbitant per-minute charges. I once had a $575 international telephone bill for only 8 calls to Russia during a two-week period. Fortunately, Moscow STAR has a recommendation for you… For calls from the USA (or other countries) to Russia… You may set up a toll-free number that may be dialed from the USA, and it’ll ring in Russia at a designated number… either in your office, apartment or mobile telephone. If you don’t want to set up a toll-free option, you may set up a NO-PIN, direct-dial program that may be dialed and charged at reduced rates from any pre-authorized number in the USA or many other countries. For calls from Russia to the USA (or other countries)… You may set up a NO-PIN direct dial program that may be dialed and charged at reduced rates from pre-authorized numbers such as your office, apartment or mobile telephone in Moscow or St. Petersburg (or many other Russian cities) to the USA or other countries. With this same program, you can dial from other numbers by using your pre-assigned pin number.
